Articulação dos Setores do Sistema de Segurança Nacional na Garantia da Ordem Interna em Angola
| Summary: | This article analyses the articulation within Angola’s National Security System, focusing on how different sectors integrate to ensure internal order. It traces the transition from a rigid, military-centred security model, primarily oriented toward regime survival, to a multidimensional architecture that seeks to balance state sovereignty with the protection of citizens’ rights. The core of this framework lies in the tripartite division between national defence, internal order, and state security, which necessitates effective technical, tactical, and operational coordination to address complex threats such as organized crime and the illegal exploitation of resources. The study highlights the role of the National Police and the Armed Forces in conducting joint operations aimed at maintaining public order and safeguarding territorial integrity, as well as the importance of the Integrated Public Security Centre in strengthening intersectoral coordination. Methodologically, the research is based on a theoretical and conceptual review of an exploratory and descriptive nature, supported by interpretive analysis. The findings indicate that, despite notable progress, structural constraints persist, including budgetary limitations, technological gaps, and insufficient operational training, which hinder effective coordination. The article concludes by emphasizing the need for modernization and enhanced interoperability as essential conditions for translating strategic guidelines into coordinated actions on the ground. |
