Evaluability Study of the State Health Plan for Digital Health 2024-2027, of the State of São Paulo, Brazil
| Summary: | Introduction: Digital Health is a field of knowledge and practice focused on the use of innovative technologies to enhance healthcare services. At the São Paulo State Department of Health, Digital Health is among the top priorities in health initiatives; however, there remains a need to strengthen knowledge to support the digital transformation of the Brazilian Unified Health System (SUS). Objective: To assess the conditions for evaluation through an evaluability study of the Digital Health Program in the Telehealth models applied in Primary Health Care, Specialty Outpatient Clinics, Intensive Care Units, and Correctional Facilities, developed by the São Paulo State Department of Health and integrated into the São Paulo State Health Plan 2024–2027. Methodology: Evaluability study conducted in the following stages: document analysis; stakeholder mapping; development of a logic model; formulation of evaluative questions; and construction of a measurement matrix comprising specific criteria, indicators, and parameters. Data were obtained from sources such as the Brazilian Ministry of Health’s “Digital Health Strategy for Brazil 2020–2028,” the São Paulo State Health Plan 2024–2027, and the Work Plan of the Digital Health Innovation Program of the São Paulo State Department of Health. Results: The study developed a Measurement Matrix composed of 20 indicators, which will support the identification of strengths and weaknesses in the implementation of the Digital Health Program. Conclusions: The findings of the study indicate the feasibility, utility, and practicability of evaluating the Digital Health Program within the São Paulo State Department of Health. |
