Dinâmicas territoriais geradas pelo investimento privado no turismo

    Publication
    by Costa, Rui Augusto da

    Publication
    by Dinis, Catarina Ferreira Dias

    Publication
    by Dinis, Catarina Ferreira Dias
Other Authors: Costa, Rui Augusto da

    Publication
    by Dinis, Catarina Ferreira Dias

Public sector has a remarkable importance in the tourism sector, and the intervention of public authorities is essential at all levels (national, regional and local). This hierarchy does not have strict boundaries, where all scales must be interconnected, to ensure the proper functioning of the tourism activity in destinations. There are various functions performed by the public sector, and it is possible to highlight issues related to planning, regulation and legislation, education and training, promotion and coordination. Public sector investment is an issue that deserves particular attention in this investigation. Public policies are defined in order to make effective tourism planning and to avoid conflicts and negative impacts associated to this industry. This paper aims to understand the role and importance of the public sector in tourism, with a special focus on public policies and its methods for monitoring and evaluating them.

Tourism is an industry with an undeniable relevance, influencing the development in a big way and creating wealth in destinations. The role and support of the public setor as a main driver for the development of tourism is evident, mainly in what concerns to investment issues. Tourism planning has a great importance in this context, with particular attention on the definition of policies at the local level. Without them, it would be difficult to create the necessary conditions for the growth and development of the tourism sector and to increase the attraction and maintenance of visitors on the destinations. This article focuses on the Northern Region of Portugal, and presents the main dynamics of tourism investment by the public sector, between 2007 and 2013, under the Regional Operational Program of North (ON.2). The main findings related to public investment in tourism in this region are based on the division of this territory in their 4 promotional touristic destinations (Minho, Trás‑os‑Montes, Porto and Douro), in order to identify similarities and/ or differences between them.

    Publication

During periods in which there are large fiscal adjustments in a country’s economy, spending and public investment decreases as a result of the adjustment process. Often we are witnessing a general tax increase to generate more public revenue, and at the expenditure side, a ‘blind’ cut in government expenditure in order to reduce public spending. A greater tax burden has consequences, direct or indirect, on labour income that, in turn, lead to a decrease in the purchasing power of the population and hence the decline in domestic demand. This type of fiscal policies, in the short term, leads to contraction of a country’s economy and the economic recovery strongly depends on the goods and services export sector in which is included the tourism sector. Between 1970 and 2012 Portugal was required to make three large fiscal adjustments due to external imbalances. This paper aims to understand if the international tourism demand is in countercyclical with business cycle, thus functioning as a stabilizer for the economy, or whether it is in accordance with it. Using a Autoregressive Distributed Lag (ADL) Model for the period 1970-2012, the result of the estimations suggest that the tourism sector during the three periods of large fiscal adjustment has never worked as a stabilizer of the economy.

    Publication
    by Mano, Ana
Other Authors: Costa, Rui Augusto da; Moutinho, Vítor Manuel Ferreira

Urban tourism is one of the most popular forms of tourism, but it remains an understudied phenomenon, particularly in terms of tourists’ spatiotemporal behaviour. The aim of this research is to analyse the spatiotemporal behaviour of the backpacker tourists in an urban destination classified as World Heritage. Data collection was done through a questionnaire survey (n = 292) and a GPS App to track backpacker tourist movements (n = 82) during a visit day to Porto, Portugal. All the thematic cartography was developed with QGIS 3.2.0 software. A map with the movements performed by all backpacker tourists; a map with the intensity of the backpacker movements (passages by area, 50 × 50 m) and a map with the distribution of the total length of stay by area (50 × 50 m), allowed the identification of the main hotspots as well as the non-visited territories in Porto urban area. Relevant contributions for destination managers are presented and discussed.

Porto under pressure: spatial and temporal insights of the accelerated growth of tourism

    Publication

In 2022, the capacity of tourist accommodation in the municipality of Porto, Portugal, corresponded to 5.7% of the national total, 31.9% of the total for the northern region and 60.9% of the Porto Metropolitan Area (Pordata, 2024). The growth rate of tourist activity, which has been above the national and regional average, is reflected in the 61.8% increase in the number of beds and the 46% increase in the number of overnight stays (Pordata, 2024a) between 2016 and 2022. These significant increases in tourist accommodation and overnight stays have led to an accelerated growth of tourism supply and demand in Porto, significantly impacting this destination.
