ABSTRACT: This study presents an overview of the current state of the Maritime Spatial Planning among the Mediterranean countries, explores the previous studies on evaluating the offshore wind potential of the Mediterranean region along with the criteria for suitable site selection. Based on a review of the current state of offshore renewable energy, the potential locations offshore wind will be explored for the Mediterranean coastline case study area. The research concludes with a set of critical considerations related to the need for proper synergies establishment among different stakeholders and for cultivating social acceptance and community engagement. The analysis aims to support decision-makers evaluating the potential of the Mediterranean coastal area in supporting the energy transition goal.

data from GHRSST Level 4 analysis have been ingested to an atmospheric mesoscale numerical model using a Newtonian relaxation assimilation technique. The mesoscale model WRF was used to map the wind resource at 90 m a.g.l. for the North Sea area. A model domain with a spatial resolution of 20x20 km was used to simulate a winter and a summer month, November 2008 and July 2009. The modeled wind results have been validated against observational data from the anemometric mast FINO1. A spatial improvement of the average wind field at 90 m a.g.l. from the observational data has been assessed. Each assimilated data source has shown a distinct impact. The QS assimilation had higher impact during the summer period while the SST assimilation during the winter period. Improvements of 5% and more were obtained from using data assimilation on the overall domain. Validation with the FINO1 anemometric mast shows improvements on the average vertical wind profile while error statistical parameters were only slightly improved.
ABSTRACT: Portugal has a vast coastal area and significant offshore wind resources. The country has set ambitious targets and designated specific areas for offshore wind development. Current national policies are actively encouraging investment in these projects. This report compiles the latest strategies for offshore wind and green hydrogen in Portugal. It introduces the Power-to-X (P2X) concept, explores potential offshore wind-based P2X business models, and outlines the key processes and technologies involved. It also maps potential consumers of green hydrogen, along with the associated supply chains for hydrogen and sustainable fuels. A techno-economic analysis was conducted to identify viable pathways for Portugal. This involved selecting one of the planned offshore wind zones and, based on its location and potential capacity, determining the optimal onshore site and scale for a hydrogen and sustainable fuels hub. The report presents a comparative evaluation of seven scenarios, offering valuable insights for both public and private sector stakeholders.
