Competition and Green Innovation: Is there a N-shaped relationship?
Publicationby Pires, João José CardosoOrigin: uBibliorumGreen innovation is an essential factor in fighting climate change, and competition is one of the most important factors in catalysing innovation. As such, there is advanced research on the configuration of the relationship between competition and green innovation. Therefore, this study tests an N-shaped relationship configuration between green innovation and competition, while at the same time also incorporating the hypothetical effects of environmental policy and economic complexity. Using fixed effects estimators, Panel Corrected Standard Errors(PCSE) and beta regressions, the N-shaped relationship configuration between competition and green innovation is proved. Economic complexity has a negative effect, suggesting that technologically advanced countries face obstacles due to path dependency. Environmental policies, on the other hand, have a consistent positive impact. The study analyses 24 OECD countries in the period of 1995 to 2019. The model is based on endogenous growth theory and uses green patents and R&D expenditure as dependent variables. The three main determinant factors are market competition (measured by entropy), economic development (measured by economic complexity) and environmental policies. It is worth noting the use of entropy to measure competition, using Information Theory as a theoretical pillar. The empirical evidence suggests adapting competition and innovation policies according to the size of the economy and technological advancement. Highlighting that large and small economies respond better to increased competition than medium-sized economies. -

Corporate governance in Latin America: the relevance of OECD principles for the board's integrity and directors' independence
Publicationby Kitagawa, Carlos HenriqueOther Authors: Ribeiro, Maísa de SouzaOrigin: OasisbrBoards of directors are characterized as important elements for good corporate governance. In this regard, the present study aims to associate governance practices of Latin American companies to the principles recommended by the Organization for Economic Cooperation and Development, OECD, for that region (Brazil, Argentina, Mexico and Chile). Among the seven principles recommended for Latin America, this work focused only on the fifth principle, which addresses the "Responsibilities of the Board" and, more specifically, the recommendations concerning the "Board's Integrity and Directors' Independence". The main objective is to evaluate companies' attitudes in relation to managers' responsibilities and supervision as a way to ensure control and the results expected by shareholders. To that end, a questionnaire expressing the major OECD governance recommendations for Latin America was designed and confronted with the laws of those four countries and the corporate practices of the companies in the sample, in order to identify additional procedures in relation to those required by legislation. Results showed that Mexico is the country with the highest rates of compliance with OECD recommendations, followed by Brazil, Argentina and Chile. In general, the major weak points are the absence of specific committees composed of at least a majority of independent directors and the prohibition of practices like previous meetings or voting instructions by shareholders to directors. -

Education in the 'Postnational Constellation': the weakening of democratic, expertocratic and ethicoprofessional legitimation and control
Publicationby Radtke, Frank-OlafOrigin: OasisbrThe article discusses current transformations in the education systems worldwide. Focusing on the European Union (EU) and the Organisation for Economic Cooperation and Development (OECD) as policy actors, it argues that these transformations imply a triple economization of education policy which can be observed at all levels of the education sector. The increasing importance of these organizations in educational issues marks a transition to a "postnational constellation" also in the education field insofar as the national educational sovereignty is being at least readjusted. The economization of education policy is however not restricted to bringing education closer to the needs of the economy and to turning its services into tradable goods. Rather, it also impinges on the operative level of education. A logics of production is being implemented in the self-description of the institutions of the education system, which are no longer bureaucratically administered establishments, but are rather conceived of as managerially conducted production business in which entrepreneurial action is needed. This new governance raises the problem of democratic legitimation of political decisions which ideally combines three elements: democratic, expertocratic, and ethico-professional. The article discusses the consequences of a shift in the balance of the three components with reference to Germany. -

Propositions of the OECD and its materialization in brazilian educational policy
Publicationby Pereira, Rodrigo da SilvaOrigin: OasisbrThis article aims to present the propositions of the Organization for Economic Cooperation and Development (OECD), based on the results Program International Student Assessment (Pisa), for the Brazilian educational policy and as part of them materialize mainly in the dimensions management and evaluation of the educational system. To this end, we analyzed documents produced by the Organization that make recommendations to Brazilian public basic education, with reference to the period from 2000 to 2015. In the national context, we studied federal government documents - Education Development Plan (2007); Decree 6,094 / 2007; National Education Plan (2014-2024) - highlighting the articulations between the two spheres, State and OECD. It is worth noting the deepening of the political and educational relations between Brazil and OECD that result in the materialization of the propositions of that Organization in the national policies for Basic Education. In conclusion, this process has redefined the assumptions of democratic management and intensified external evaluations as a mechanism for controlling and encouraging a type of educational quality that meets the interests of capital. -

Anticipated future in Education: OECD and Global Knowledge control
Publicationby de Freitas, Rogério GonçalvesOther Authors: Coelho, Higson RodriguesOrigin: OasisbrThis article analyzes how the Organization for Economic Cooperation and Development-OECD gained control of the knowledge in the educational field through the speech of the anticipated future. It is a bibliographic and documentary research. In the last decades the OECD has been outstanding for having invented powerful instruments of evaluation in the educational field, for example, Programme for International Student Assessment (Pisa). We believe this exam works in addition to a large-scale evaluation program. It is an OECD showcase that is able to, politically and economically, control global knowledge in the educational space through the discourse of the anticipated future. We conclude that this discourse represents a movement toward the creation of new chains of value production whose predictors are represented by the new “prophets” of neoliberal education. -

A stochastic frontier analysis approach for estimating efficiency of health care systems in Brazil and countries in Latin America, the Caribbean, and the OECD
