Publicationby Silva, Rodrigo Marques daOrigin: OasisbrThis research made an application of the Theory of Constraints' Thinking Process for the decision making in administrative processes in a unit of the Brazilian Air Force. It approaches the organizations' difficulties in dealing with non-structuralized problems in the setting of Brazil's Public Administration. From the bibliographic survey of published studies in scientific papers, this research intended to propose solutions at a strategic level in order to help the decision making in administrative acquisition processes of the unit of the Brazilian Air Force of Santa Maria, RS. The research method used was a qualitative approach through focused group meetings with the intention of making a case study of analytic character, the procedure of data research and analysis being composed of three steps, representative of an application of the Theory of Constraints' Thinking Process. Among the main results, problems related to bad leading of the acquisition processes were identified, resulting in errors in the elaboration of documents that compose the processes, associated with low capacity of human resources at the Planning Teams motivated by factors such as high staff turnover, lack of qualification at the administrative area and prioritization of operational activities in detriment of the elaboration of the proper documents of the process, causing delays and reworks by those involved. The problems' solution measures proposed were actions envisioning the headcount capacitation, improvement of the standardization and guidance for the elaboration of documents, as well as specific advisement by military with deeper knowledge of the topic of public acquisitions. Lastly, it is presented an action plan to be utilized by the public managers, in order to improve the execution of the acquisition processes in the setting of BASM. -

Sustainability assessment of wastewater reuse in a Portuguese military airbase
Publicationby Almeida, JoanaOther Authors: Monahan, Abigail; Dionísio, Joana; Delgado, Filipe; Magro, CátiaOrigin: Repositório Institucional da UNLThe current water-scarcity crisis that is being felt in Europe, namely in the southern region, has leveraged the development and implementation of national and regional water management plans. These policies aim to promote efficient wastewater reuse in industrial and urban sectors. Thus, stakeholders are now seeking strategies to enhance the sustainability of their wastewater treatment processes. The present work details the evaluation of the wastewater treatment methods used at an Air Force Base located in Portugal. In addition, this study also intended to determine how wastewater reuse can be implemented and add value to the environmental protection mission of the military airbase. Hence, an assessment of wastewater treatment practices was carried out, considering primary and secondary treatments. The chemical, physical, and biological indicators of samples collected over two consecutive years were analyzed to determine trends and fluctuations. The results revealed that the overall effectiveness of nutrient removal is low due to the oversized nature of the treatment plant, the age of the facility, and the composition of the wastewater. The effluent produced meets standards for non-potable reuse and could be used on base for aircraft maintenance and the cleaning of facilities. Nonetheless, the effectiveness of the plant could be improved by implementing a more advanced tertiary wastewater treatment to decrease the concentration of undesired compounds (e.g., total nitrogen), enabling the reuse of water in a broader range of activities. -

Impact of yoga training on heart rate variability and pilot performance: a randomized controlled trial
Publicationby Santos, SaraOther Authors: Melo, Filipe; Fernandes, Orlando; Parraca, José AlbertoBackground Piloting military aircraft demands precise execution of maneuvers under high-stress conditions. Yoga has been proposed as a potential intervention to enhance stress management, operational performance, and flight safety in pilots. However, its effects on stress resilience and performance metrics need further investigation. Methods In this randomized controlled trial, 18 pilots were randomly assigned to either a Yoga intervention group (n=10) or a control group (n=8). Heart rate variability (HRV) measures were analyzed to evaluate physiological stress responses. Performance variables, including completion times for flight maneuvers and number of errors during emergency protocol, were also assessed before and after a 12-week intervention period. Results HRV analysis showed improvements in stress resilience, indicated by changes in heart rate variability (HRV) parameters such as standard deviation of NN intervals (SDNN), root mean square of successive differences (RMSSD), low frequency (LF), and high frequency (HF). The Wilcoxon rank test revealed significant results regarding performance variables within the Yoga group, particularly for the Touch & Go maneuver (p=0.016) and the emergency maneuver (p=0.039), with large effect sizes (0.9444 and 0.8333, respectively). While completion times were longer for the Yoga group, indicating a more careful approach, the number of errors significantly decreased (p=0.025, effect size=0.917), with a notable reduction observed in the Yoga group compared to controls. Conclusion Incorporating yoga into pilot training protocols holds promise for better executive/cognitive functions, enhancing stress management and operational performance, reducing the number of errors, and leading to increased flight safety. While yoga may lead to longer completion times for maneuvers, the significant reduction in errors and improvements in stress resilience highlight its potential benefits. However, careful consideration is needed to balance improved precision with operational efficiency.
